WATCO is governed by six elected property owners who serve on behalf of all 213 ALR shareholders.
The President chairs all board and annual meetings, serves as the primary spokesperson for WATCO, and oversees the execution of board decisions and operational contracts.
The Vice President supports the President in all duties, assumes presidential responsibilities in the President's absence, and leads special projects as assigned by the board.
The Secretary maintains official records, prepares and distributes meeting agendas and minutes, manages correspondence, and ensures all governance documents are current and accessible.
The Treasurer oversees WATCO's financial accounts, prepares budget reports, coordinates the annual audit, and ensures all financial obligations are met in a timely manner.
The ALRPOA Liaison serves as the direct link between the WATCO board and the Alpine Lakes Ranch Property Owners Association, ensuring alignment on community matters affecting the water system.
A Director participates in all board decisions, represents the interests of property owners, and may be assigned to oversee specific operational or community initiatives.

The board oversees all aspects of the WATCO water system, including production, treatment, testing, and distribution operations conducted by contracted licensed operators.
The board prepares and approves an annual operating budget, reviews financial reports, and ensures WATCO remains financially sound as a not-for-profit corporation.
The board ensures WATCO meets all requirements set by the Colorado Department of Public Health and Environment (CDPHE) as a licensed Public Water System.
The board communicates with all 213 property owners through annual meetings, published minutes, and direct correspondence on matters affecting the water system.
Held once per year. All ALR property owners are eligible to attend, vote, and run for a board seat.
